St Augustine stay

I made a reservation for 2-rooms through Hotels.com for this past week-end. At booking, the representative said that Hilton Garden Inn was located in the Historic district. At check-in, the hotel personnel said the Historic district was 1.5 miles walking distance south of the hotel. I traveled with friends. One of my friends walked using a cain. The Historic district was too far.
Prior to my arrival, I called the inn and spoke to Derek at the Front-desk. He was very accommodating and friendly. Derek said there was a parking fee and a pet fee. However, he would waive the 2-day $30 parking fee, and charge only 1-day $50 pet fee during my 2-day stay.
Tellis, a rude and nasty front-desk man at check-in said, my dog was not allowed to be left alone in the room. I was livid. I would have never brought my dog to this inn had I known this. Tellis said, Derek had no authority to waive those fees, and both the parking & pet fee would be charged upon check-out. I asked Tellis for 2-rooms next to one another. He refused to accommodate my request saying “the inn was full”. I asked Tellis for a water bottle for my thirsty dog. He refused to give it to him saying complimentary, bottled water was given to guests only at check-in.
The cable TV was out an entire afternoon in my room. No explanation
